The administration of the city extension, authorized by the international organization ICANN, was taken over by the private company "Hamburg Top-Level-Domain GmbH". The city of Hamburg secured a right to have a say in this matter.

The allocation of the generic top-level domain with a city reference is intended for residents of Hamburg, companies, associations, or social and urban institutions. However, non-residents of Hamburg can also apply for a .hamburg city domain through a paid trustee service.
